More than a month has passed since the events of June 1, 2026, and many Tracy residents are still waiting for answers.
On June 1, Tracy City Council Member George Landuyt visited the residence of Tracy resident Bill Hern regarding the removal of a soil sample from the Tracy Area Community Center property.
According to Bill Hern and a signed complaint later submitted to the City of Tracy, Landuyt demanded to know the identity of the individual who collected the sample and warned Hern of possible legal action if he refused to disclose that person's identity.
During the encounter, Hern declined to identify the individual, stating that he would not answer. According to those present, another individual also challenged Landuyt's actions after witnessing the exchange.
Witnesses further state that Landuyt later returned to the property a second time in an apparent attempt to revisit the conversation, but his presence was not welcomed.
Following the incident, a signed written complaint, along with photographs and video documentation, was submitted to the City of Tracy. More than a month later, there has been no publicly announced disciplinary action or formal response from the City Council regarding the complaint.

That silence speaks volumes.
Whether residents agree or disagree with the individuals involved, elected officials are expected to exercise sound judgment and remain within the boundaries of their public office.
When questions arise about the conduct of a sitting council member, citizens have every right to expect those concerns to be reviewed openly, fairly, and transparently.
Instead, many residents believe the complaint has simply been ignored.
This has fueled a growing perception that Tracy operates under a different standard for elected officials than it does for ordinary citizens—a belief often summarized by the phrase, "Rules for thee, but not for me."
Critics argue that if the allegations outlined in the complaint are accurate, they raise serious questions about whether Landuyt acted appropriately and whether his conduct was consistent with the responsibilities of his office.
They also question whether the City Council has fulfilled its obligation to address concerns involving one of its own members.
The larger issue extends beyond one individual.
When complaints involving elected officials receive little or no visible response, public confidence in local government inevitably suffers.
Citizens begin asking difficult questions:
Why has there been no public discussion of the complaint?
Why has the City Council remained silent?
Does accountability apply equally to elected officials?
Who is protecting the interests of Tracy's citizens?
We understand that George Landuyt intends to complete the remainder of his term. Whether he ultimately does so is a matter for the political process and any actions available under applicable law.
Regardless, many residents believe the focus should remain on accountability and transparency rather than political convenience.
The citizens of Tracy deserve honest answers when legitimate concerns are raised about public officials. Accountability should not depend on who is involved or what position they hold.
The Tracy Minnesota Accountability & Corruption Team will continue following developments surrounding this complaint and will report any response from George Landuyt, the Tracy City Council, or the City of Tracy as additional information becomes available.
If the City Council believes no action is warranted, many residents believe the public deserves an explanation. Silence is not transparency, and accountability should never be optional.
George Landuyt had also returned for a third time and supposedly came to apologize for his actions. This speaks on the many levels of his guilt of actions and yet he remains on the council.
When George Landuyt approached to apologize the same person who stuck up for Mr Hern was present and George said he was going to apologize but not well the complainant was present.
I don't think you get to decide the environment of the repercussions of your actions Mr Landuyt.
